Ukraine plans to significantly expand its high-tech exports by using expertise developed in military technology, digital services and artificial intelligence, the country's Digital Transformation Minister Oksana Ferchuk told Reuters.

Ferchuk said Ukraine is exploring cooperation with the United States, other countries and international institutions to apply its experience in digital transformation to new markets.

The country has accelerated the digitisation of government services during the war and has developed systems designed to keep essential digital services operating despite attacks on telecommunications and data-centre infrastructure.

Ukraine is now looking to apply some of the technologies developed during the conflict to civilian sectors. Ferchuk said expertise gained in areas such as drone technology and digital systems could be adapted for non-military applications, with artificial intelligence expected to play a role.

The government is also seeking investment and regulatory support to accelerate the development of the country's technology sector. Ferchuk said faster development cycles and lower-cost innovation in Ukraine's military technology sector could provide a foundation for growth in civilian high-tech industries.

Ukraine's digital infrastructure has faced repeated attacks during the war, including damage to telecommunications and data-centre facilities. Despite the damage, the country has maintained many digital services through the use of redundant infrastructure, multiple locations and cloud providers.

Ferchuk said Ukraine has been moving some data centres and other infrastructure underground following attacks on digital facilities. She said the use of redundant systems has helped keep digital services running even when individual infrastructure sites are damaged.

The resilience of Ukraine's digital services has also attracted interest from international institutions. Ferchuk said World Bank officials have shown interest in Ukrainian digital platforms used for areas including education, telecommunications and social services.

Ukraine's government is now looking to turn that experience into a broader technology export opportunity by sharing its digital systems and expertise with other countries.

The country's computer-services exports reached $3.34 billion in the first half of 2026, according to Ukraine's export.gov.ua, with the United States accounting for about 36.9% of those exports.

Computer services remained the largest component of Ukraine's telecommunications, computer and information-services exports during the period.
