IBM and Yotta Data Services have announced plans to develop a sovereign agentic artificial intelligence platform for enterprises and government organisations in India, combining IBM’s watsonx Orchestrate with Yotta’s Shakti Cloud infrastructure.

The proposed platform is aimed at helping organisations deploy and manage AI agents while meeting requirements related to data residency, security, governance and regulatory compliance. The companies said the initiative is intended to support the shift from AI experimentation to wider operational deployment.

Under the proposed arrangement, IBM’s watsonx Orchestrate will be deployed on Yotta’s Shakti Cloud. The platform is expected to support AI-driven workflows across functions including IT service management, human resources, finance, procurement and customer support.

The collaboration also includes plans to bring IBM Sovereign Core to India through Yotta’s Shakti Cloud. IBM describes Sovereign Core as a platform designed to help organisations establish AI-ready environments with controls covering data, operations, technology and AI.

Yotta’s Shakti Cloud is an India-based cloud infrastructure platform, and the companies said the proposed deployment would help organisations keep AI workloads within defined sovereign boundaries while addressing local data and compliance requirements.

The partnership is expected to target sectors including banking, financial services and insurance, the public sector, manufacturing and digital-native businesses. IBM and Yotta also said they plan to work on proof-of-concept projects, solution development and technical enablement as part of the collaboration.

The announcement comes as Indian organisations increasingly look to deploy AI systems in areas where data governance, security and regulatory requirements are significant considerations.
