Odisha has approved a major technology investment pipeline involving data centres, artificial intelligence and semiconductor manufacturing, with proposed investments in these projects running into approximately INR 1.45 lakh crore.

The approvals were granted at the 46th meeting of the High-Level Clearance Authority (HLCA) chaired by Odisha Chief Minister Mohan Charan Majhi on September 23. Overall, the authority cleared 27 projects worth INR 2.47 lakh crore across 15 districts, with the projects collectively expected to generate 50,162 jobs, according to government figures.

Data centres and IT-related projects account for the largest share of the technology investment proposals cleared by the state.

High Density Datacentre Ltd has proposed an investment of INR 1,04,550 crore to establish an integrated data centre in Khordha. The project is expected to create around 1,000 jobs.

HCL Technologies has also received approval for an AI-optimised data centre in Khordha, involving an investment of INR 14,257 crore and an estimated 385 jobs.

In Puri, Sentraforge AI Ltd plans to establish an AI data centre along with a global capability centre. The proposed investment for the project stands at INR 22,634 crore.

Another data centre project by RKD Construction Private Ltd has been approved in Cuttack with an investment proposal of INR 1,500 crore.

Together, four projects in the IT, IT-enabled services and data-centre segment represent around INR 1.43 lakh crore of proposed investment.

The development comes as Odisha expands its efforts to build a semiconductor and electronics manufacturing ecosystem. Earlier in September, the Centre approved a separate SiCSem semiconductor manufacturing unit in Khordha with an investment of INR 3,406 crore, highlighting the state's growing role in India's semiconductor ambitions.

The latest approvals place data centres, AI infrastructure and semiconductor manufacturing at the centre of Odisha's technology investment strategy.

Large-scale data-centre investments could increase the state's capacity to support cloud computing, AI workloads and other data-intensive applications, while semiconductor projects could contribute to the development of a broader electronics manufacturing ecosystem.

The state's technology push also comes shortly after its participation in SEMICON India 2026, where the Odisha government said it had received investment proposals worth ₹23,600 crore and outlined plans for an 870-acre technology hub at Naraj near Cuttack covering semiconductor, electronics and IT projects.

With the latest HLCA approvals, Odisha is seeking to attract capital across both emerging technology sectors and traditional industries. The 27 projects cleared in the latest meeting span areas including AI, data centres, semiconductors, renewable energy, steel, healthcare, chemicals, textiles, shipbuilding and advanced manufacturing.

The proposed investments will now move through the respective implementation processes, with the projects expected to contribute to employment and technology infrastructure as they are developed.
