Uttar Pradesh is stepping up efforts to attract its first semiconductor fabrication facility, with the state government engaging semiconductor companies and foreign partners to explore potential investments.

Vijay Kiran Anand, secretary of infrastructure and industrial development and CEO of Invest UP, said the state is working with companies and countries involved in the semiconductor industry to facilitate the establishment of a fabrication unit in Uttar Pradesh.

The move comes as Uttar Pradesh seeks to expand its semiconductor ecosystem beyond electronics manufacturing and semiconductor assembly. The state already has an approved semiconductor project involving HCL Group and Taiwan’s Foxconn near Jewar in the Yamuna Expressway Industrial Development Authority area.

The HCL-Foxconn project, approved with an investment of about Rs 3,700 crore, is an outsourced semiconductor assembly and test (OSAT) facility. It is expected to manufacture display-driver chips for applications including mobile phones, laptops, automobiles and other devices.

The proposed fabrication facility would represent a different stage of semiconductor manufacturing, involving wafer fabrication. UP’s semiconductor policy provides incentives for semiconductor and display fabs, as well as compound semiconductor, silicon photonics, sensor- fab and OSAT projects.

Uttar Pradesh is also seeking investment from multinational companies and foreign partners as it develops its semiconductor and electronics manufacturing ecosystem. The state has highlighted the availability of land, power and water as factors supporting semiconductor manufacturing clusters.

The state has identified land near the Jewar airport for semiconductor manufacturing and is seeking to attract additional companies to build a broader electronics and semiconductor ecosystem.

The push comes amid India’s wider efforts to expand domestic semiconductor manufacturing and reduce dependence on overseas supply chains. Uttar Pradesh’s government has been promoting the state as a destination for semiconductor manufacturing, design and related electronics industries.

If successful, the proposed fab would add wafer fabrication capacity to Uttar Pradesh’s existing and planned semiconductor ecosystem, alongside assembly, testing, electronics manufacturing and chip-design activities.
